Hmm....
You seem to have tried a lot.
For me what works is typing on a keyboard (or writing). I choose typing over writing because I can do it so much faster. When I can't sleep its usually because I have something to say or to 'think' about but I can't properly get it out. If you feel you need to say something then type or write it out.
You've probably found the whole 'warm milk' thing in your search for a fix. Honestly it never worked for me but give it a go if you haven't already.
How much time do you spend on your bed whilst you are not trying to be asleep? When you sit on your bed to read or to watch tv or to go on the laptop then it changes the mind's view of the bed from a 'sleeping place' to a 'comfortable place' and it can take some time for it to realise you are trying to sleep.
So if you do spend time in bed when you are trying to stay awake, that could be the problem.
Hope I helped :-) good luck. That's what works for me.

1)drink a warm glass of milk (with honey) before bed
2)have a warm cup of chamomille, lavender, mint or valerian tea
3)try meditating before bed (using either relaxation or visually guided meditation...you can also try seeing yourself as a tree and feel the roots go down deep into the earth and feel the branchs grow and reach for the sun...and allow the earth and sun energies wash through you)
4)exersis early in the day and try yoga a few hours before bed
5) take a long hot shower or bath before bed - if taking a bath, try bath oils you can put in the water...and epson salt.
6) melatonin - I know this is a pill...but it is an natural supplement and really helps.
and if all else fails...see about visiting your doc to get some powerful sleep meds like Lunesta, or Ambien

Ok, I have to ask the obvious question, are you and your sister both under the age of 16? If so, you should not be left in the house without adult supervision. As far as sleeping goes, it could be anxiety, fear, stress all related to being left on your own with responsiblities. Try some camomile tea before bedtime.

I know that feeling. Maybe you could talk to your sister and ask her to stay in the room until you go to sleep, explain to hear that you are afraid. Relaxing music always helps to calm you down. Maybe you need to take something to calm your nerves down. Do you have anxiety?

Tell your sister to come back in the room or move into your parents room too.
