According to the FAA website, it depends mainly on the airline whether you may bring a pet as carry-on. Service animals(for people with disabilities) are allowed on all airlines, but carry-on pets are a different matter. Even if they're allowed, you have to follow certain rules.

Your pet will have to be secured in a crate/container and follow all carry-on rules as follows:

Your pet container must be small enough to fit underneath the seat without blocking any person’s path to the main aisle of the airplane.

Your pet container must be stowed properly before the last passenger entry door to the airplane is closed in order for the airplane to leave the gate.

Your pet container must remain properly stowed the entire time the airplane is moving on the airport surface, and for take off and landing.

You must follow flight attendant instructions regarding the proper stowage of your pet container.

As for whether the airline you're flying allows pets, you can check at http://www.pettravel.com/airline_rules.cfm

Some airlines will allow, but most won't. You must follow all the restrictions that they list.

Important note: Every country has it's own rules about allowing animals into their country. Make sure you find out the rules of the country you are going to. They might not even let your pet enter.

The pet must have all the shots required, also, and you must have the records with you.

I believe all animals have to be caged and checked with the checked luggage and stowed away in the belly of the plane. I heard they put them in the "warm" part of the belly so that they don't freeze.
