"Happy Birthday and Best Wishes Always!" in Vietnamese?
How would one express the greeting "Happy Birthday and Best Wishes Always!" or something similar in Vietnamese, appropriate for a twelve year old young man? It is going to be written on a birthday card for a child whom I sponsor in Vietnam. Thank you!

Iduea85's translation is most accurate to what you want to say.
Bear in mind that the pronoun "em" is used for only girls or someone who is younger than you like a younger brother or sister. Using it on someone older is considered an insult.
Use of pronouns other than "em" will depend on who they are...probably a dozen pronouns.

Không hiểu means don't understand.
You should write Chuc em mot sinh nhat vui ve va moi su tot dep!
