why can I not view a question?

Apparently, one of either your questions or answers ticked someone off and so they decided, you were a troll, a stalker or they just didn't care your your attitude. So they blocked you. It happens, I block folks all the time.

If it just says something like 'you can't view this question at this time,' you have indeed been blocked by the asker of that question.

If it says something like 'this question has been removed,' the asker or Yahoo deleted it.

The person who asked the question has you blocked.

the person that asked the Q has blocked U

Is it a certain question, or all questions. You might be blocked.

The question asker blocked you.

Someone blocked you.

You've been blocked.

You are constipated.
