Well depends on the system you want it for. For the Xbox 360 you can't, but the PC you can. If you have a Xbox a great alternative to buying the Orange Box is Portal: Flash Version right here.

At present, no, but they will be releasing Portal as a separate game at some point. I've seen the advertising at a local Gamestop. They will also release Halflife 2 (and the subsequent episodes) and Team Fortress 2 as separate games as well.

You can already buy all the games for the orange box separately at retail.

If you're playing on a PC, you can subscribe to Steam and buy Portal that way.
Steam is one of those game download services that lets you download games directly to your PC.
