California Legislative Process?

I am interested in information about getting laws passed (both state and national). I am looking from the perspective of being a citizen with an idea and going from there, the steps to making this idea a law. Can anyone reccommend a book that would have this specific information? Websites are ok, but I prefer books. Thanks for your help.

    As a citizen with an idea, you can contact your legislators and present your idea to them. Or contact an organization that sponsors legislation in an area you are interested in and pitch the idea to them. Some legislators even have "there ought to be a law" competitions to get ideas from people in their districts.
