I heard there were refurbished ipods for sale on apple.com, and i was wondering if i could send my Ipod Nano in, and get an Itouch for a cheaper price.

You cannot do a trade-in with your nano like how you do with your car. But you could simply sell your nano so the price difference wouldnt be so steep. A refurbished touch goes for $250. So yea......
