Data Recovery Agent Can't Decrypt Files?

Hello, I am just doing expierements on EFS system in Windows XP Standalone (No Domains), this is how it goes:

1. I used Cipher /r:DRA

to generate a certificate for my Admin Account to be Data Recovery Agent

2. Run --> gpedit.msc --> Computer Configuration -> Windows Settings --> Security Settings -> Public Key Ploicies.

3. Right Click On Encrypting File System, Add Data Recovery Agent.

4. Browsed For The Cirtificate I made Before using Cipher and Got my account listed as Data Recovery Agent.

Tell now every thing is looking fine.

Then I made a new user account called TEST, I loggin using it, and encrypted a folder,

now I should be able to decrypt it using my Admin account, but I can't, can I know why, or if thier any step by step tutorial to make DRA account and Recover data using it.
