    most people think its the way people dress [small skirt, short tops, etc]

    but i think its confidence and the way they think of themselves. someone can be sexy and be showing no skin at all.

    It's different from person to person, but I'd say it mostly has to do with the way someone carry's themself and not necessarily the way the look.
