In a hurry, so will answer only your 2nd question "If a country is ruled by a DICTATOR; are those who fight for freedom terrorists?"
YES. That is exactly what HR1955 does for America. It criminalizes political dissent, even "radical" thought becomes a crime (termed "ideological violence").
Freedom fighters will be labeled as "homegrown terrorists" and dealt with accordingly. That means no civil liberties protect you for whatever those are worth these days. The FBI has already been indoctrinating its people to treat as a potential terrorist anyone who repetitively cites the Constitution.
HR1955 is not law yet but the masses are sleeping while it happens. We know McCain will support it. I was hopeful about Obama but no longer. As time steams along, Obama sounds more and more like GWB. He's in but wont' admit it until after November.
There will be no place for political dissenters to gather and share information. We all know about FISA. What many remain unaware of is HR1955 giving the criminal regime the right to monitor ALL of our internet activity. There will be absolutely no way to organize political opposition to oust a criminal regime once HR1955 becomes law. The new FEMA camps house about 2 million people. Under HR1955 dissenters can be sent to the FEMA camps and held indefinitely without charge. The criminal Administration has illegally granted itself the right to declare martial law without congressional approval, for whatever reason the "decider" decides. Figure it out.

A terrorist is some one who uses terror for political gain. So when the government tries to use the threat of terrorists to scare the b jesus out of you, then they are using fear (or terror) to gain more political capital, which would technically make them terrorists.
A freedom fighter is some one who is associated with a group of similar values or traits and is fighting cause they are afraid of the people they are fighting against because it became a situation where they have no choice but to fight or be decimated. In short, they are fighting out of fear.

To answer correctly, you must answer exactly what you asked. No, people fighting for freedom in a country ruled by a dictator are, by definition, freedom fighters. They are fighting for the overthrow of tyranny and oppression.
Terrorists aim their vicious attacks toward innocents, for the most part.
I can imagine being a freedom fighter.
I could not, in my wildest dreams invision being a terrorist!

Basically, a terrorist targets innocent people. By that I mean people not directly involved in the struggle they're fighting.
Attacking the dictator's military base, revolutionaries.
Detonating a bomb in a busy market place, terrorists.

Terrorist = someone who attacks innocents to further their beliefs (political, ideological, or theological). They may also attack the forces they oppose, but largely use the public's fear of them as a weapon.
Freedom fighters = someone who directly fights the force they oppose. They may hide among the population (as do terrorists) but they don't attack them. Freedom fighters usually protect the innocent, or at least do them no harm.
Both groups use gorilla tactics because of their usually lesser numbers and lesser weapons. They attack and fade into the crowd, or country side.

This is probably an oversimplification, but who is a terrorist and who is a freedom-fighter depends on your perspective.
One man's terrorist is another man's freedom-fighter. I doubt there is a Taliban or Al Qaeda supporter who doesn't consider them to be freedom-fighters.
Besides, our government;s definition of "dictator" has certainly changed. Over the years, we have propped up some rather brutal people, e.g., the Shah of Iran, Manuel Battista, we even befriended Saddam Hussein for a while. When its in our best interests, our government has turned a blind eye to same rather egregious individuals. No wonder that, when the people revolt, they don't think very highly of us.

I would imagine that King George would have thought George Washington to be a "terrorist"...had such a thing existed in the 18th century.
It is somewhat subjective...but I would consider anyone that purposely targets and kills unarmed civilians to be a "terrorist".

During the 80's we (The U.S.) called the Taliban "Freedom Fighters" because they were an enemy of our enemies and funded the hell out of them. Around that time we also made/delivered/contracted the chemical weapons that were used in the genacide of northern Iraq. Ohhh how the times have changed.
