    There isn't one really. Colleges and universities both award undergraduate degrees. Universities tend to be larger and also are more likely to have postgraduate programs than colleges but I know of know official formal difference: it really depends on what the institution calls itself. Colleges can also be constituent parts of a university--like the college system at Oxbridge in the UK-- for example the university I went to was composed of colleges. FWIW all Americans refer to getting an undergraduate degree as 'going to college' regardless of wether the school they attend is a college or university.
