Does anyone remember this game, and what the name is?

This game was called, I think "Tool" or Tools, you would have to solve problems using click and drag items from a menu. An example, Get the cat to the mouse, you would have to do this by say blowing up a wall using an explosive vial, or by dropping a bucket onto a lever to raise a wall to make the cat slide down a slide while you placed a peice of cheese for the mouse to get. It got really complicated but it was fun. I think i played it on a DOS operating system.
