All right! Another Sliver deck! I love slivers.
…but your deck isn’t all slivers yet. First thing, remove everything that isn’t slivers or lands. In a good sliver deck, there really isn’t anything more than slivers and draw spells. Everything else is chaff.
Next, you need to put in Muscle Sliver, Sinew Sliver, Heart Sliver, Virulent Sliver, and Winged Sliver. These are probably the most efficient slivers there are in the entire game, each giving slivers +1/+1, haste, poison, and flying, respectively. Also, a Shifting Sliver, which makes all your slivers blockable only by other slivers isn’t a bad idea at all.
But the sliver that you are missing is Gemhide Sliver. Out of all of the slivers, this sliver may be the most powerful sliver there is. It turns all your slivers into “Slivers of Paradise,” allowing them to tap for one mana of any color. This allows you to power out slivers faster, allowing you to overrun your opponent and win before they have a chance to set up any sort of defense. Missing from your deck is also Narcotic sliver, which allows you to pay 3 and sacrifice a sliver to destroy a permanent, evidently useful when you are playing against a hivestone or a Plague Sliver.
You also need Homing sliver, which allow you to tutor up slivers out of your deck, allowing you to search up for answers or necessary slivers to kill your opponent. A nice sliver legend, such as Sliver Queen, Sliver Legion, or Sliver Overlord won’t hurt, either.
Moving onto the non-sliver cards, you need cheap card draw, such as Think Twice and likewise. In addition, a To Arms! Or two won’t hurt, since you can untap all your slivers and use them to spin out more slivers via Gemhide sliver and Dormant sliver.
Slivers is a powerful, synergistic deck that can win a lot of the time. Like all decks, watch out for counter-magic, and try to play around Wrath of God or Damnation. (I.E, finish the game before turn four if possible, because a wrath can really cripple you.) Finally, have fun with the hive mind, after all, as Wizards say, “Slivers love to share.”

*Gasp* No Muscle Sliver? Winged Sliver? Metallic Sliver? Wow, I'm kind of shocked. I was "raised" with those Slivers being required. Hehehe. Times have changed, indeed.
The land thing is what gets me. I had a Sliver deck WAAAY back in the day and ran four of most of the Revised dual lands. There are some pretty mean dual lands out there now and they would probably run a little better than the basic lands. Either that, or you can try investing in a Gemhide Sliver. Came out in Time Spiral, only costs {1}{G} and "All Slivers have '{Tap}: Add one mana of any color to your mana pool.' " Pretty cool if you can get it out early in the game.
Belbe's Portal is a nice card but with the cheap costs of most Slivers there'd really be no point in using it. Aluren from Tempest might work a bit better. Cost is {2}{G}{G} and "Any player may play creature cards with converted mana cost 3 or less without paying their mana cost as though they had flash." Yeah, it does work with your opponent as well and can possibly help them out as well. But since it's a Sliver deck, they're going to need the most help that they can get.
With the number of non-creature cards in the deck, Search for Survivors might be a little bit of a waste. Lifeline would be a welcome improvement, in my opinion. Came out in Urza's Saga, cost is 5 and "Whenever a creature is put into a graveyard from play and another creature is in play, return the first creature from that graveyard to play under its owner's control at end of turn." Yeah, one more card to help your opponent. But when he or she actually manages to take out a Sliver, it just keeps coming back at the end of the turn.
Other than that, the deck looks pretty good. The link below is for all Sliver creature types, just in case there might be a Sliver ability you may not be aware of.

It's good man. with slivers, it's just build an army where they can do everything. I would suggest more dual lands and I could never see a deck like this to go bad with Diabolic Tutor. 4 of them. Also, Coat of Arms would just make the situation even better. Not a bad start. good luck!

use sliver legion, sliver overlord, sliver queen and definitely gemhide sliver, these are excellent slivers.
