    Not a Land Line phone...

A Land Line is JUST that... analog circuit with an analog phone that doesnt need power because the Land Line can power it!

However, there are many different programs you can use on your computer that would allow you to make phone calls to people on Land Lines.

Not really. If your computer has a modem built in - then there is usually a jack for a phone to plug - in, but that's just a throughput connector - your computer doesn't have much to do with it.
