Who is more deserving of this land? Garbage collectors or endangered tigers?

The city of San Benito, TX is evicting a lady who owns dozens of endangered animals from a barn she rents. She is a retired performer. They are letting the fairgrounds get converted into a waste dump.

    If she owned the property and was having it taken by eminent domain, that would be one thing, but she doesn't own it. She rents it, and has no say whatsoever. The fact that she's harboring (maybe) endangered animals on the property is completely immaterial.
