I have a friend who is visually impaired (legally blind) and want to relocate to a small to medium size town

for retirement, in the U.S.A. He would like a quaint, laid-back, handicap friendly, with moderate climate (no extreme's) and good public transportation. Got any suggestions?

Well since you asked your question and it pertained to green building why not try Taos, New Mexico? That's a decent place.
