if the iphone battery is dead does it stay off until its full charged
my battery seems to be dead it wont turn on and last time i checked the battery was low so it is dead i think. I try to charge it but when i do it wont turn on. does it only turn on if its only fully charged. If i plug it in to usb it will show me my pictures on my pc but the phone wont turn on. so does it have to be fully charged until it can be turned on.
its the iphone 3g

Try doing a forced restart (hold the top button down until the power slider pops up). Or you can also do a forced restore though itunes by holding the main button down while you connect it to the comp and keep holding it until itunes engages and asks you if you want to restore it.

battery draw. Try removing the batterys negative cable and putting a test light on the battery to the new cable and removing fuses one at a time and reinstalling any that did not dim the light until the light is dim, there are two constant draws one for the radio and one for the vehicle computer, any other draw would be the problem circuit. After finding the circuit check the wiring completely to find the draw.
