vlc media player which is free, allows for u to take screen shots , as well as slow the movie down to frame per frame view so u can pause and capture the screen shot exactly where u desire.

I doubt there is anything you will find that turn a Video into a .GIF.
Now turning a video into a Flash File (.SWF) is another story. Just download the current version of Adobe Flash and IMPORT the Video file (.AVI / .MPEG), I believe, and then export it as .SWF.
That should work fine and be a lot better than a .GIF.
