Why can't I receive/send picture messages on my phone?

I have the Samsung A437 and everytime I try to receive or send a picture message, it says it will retrieve but never does. Do I need internet access from my phone to receive or send?

    You need to activate MMS on your phone, call your carrier and they can activate it for you.
