The old TV, my 2007 Toshiba laptop, has has not made any noticeable increase in energy usage since I bought it las year.

Almost certainly the TV. A typical laptop rarely uses more than 50W working its hardest. A 1970 color TV not only had the bi ol' picture tube, which probably drew 100-200W by itself, there were probably other tubes in the tuner and audio sections too, each drawing 25-50W for their heaters.
The original "instant-on" TVs that didn't spend a minute or more warming up did that by leaving everything on all the time, but cutting off the picture and sound. People got nasty surprises when their electric bills went up 20% after buying them.

While they are turned on the 1970 color TV. Neither hold a candle to the old tube type TV's

It all depends on the size and make of the tv and the power consumption of the laptop.
Our old tv (the end of the 80's) consumed no more than 150W so I guess it would vary from type to type
