Is anyone familiar with the selection process for the Japanese government scholarships for undergraduates? ?

A family member has received a letter from the Consulate saying his name is being passed to Japan and the recipients will be notified in Dec.

Update:

USA. Has submitted application, taken Japanese test, then took English & math (perhaps more) tests, then called in for interview. Letter followed saying, "We are pleased to inform you that you have successfully passed the preliminary screening stage of the 2009 Japanese Undergraduate Student Scholarship by the selection committee. You have been recommended to the Japanese Government for the final selection process. We will inform you the results of the final selection in Tokyo by the Japanese Government in December."

    Thanks first of all did your family member write the qualifying exam which is a determinant factor for the selection process or he just submitted an application and got a mail that his name has been forwarded.
