The first article of human rights declaration? it needs revision!?
for not all the rights and dignity among men,races and groups are not equal in status and quality.The upright are priviledged for they obey the great rules/laws or the the standard systems assigned to all men by one and holy GOD.Can we find peace if the spirit within among men are not the same and working in opposite ways?How can we reconcile the two different groups if their goals are both on the opposite sides? Good and evil always disagrees with one another.Of course ,we should be on the side of GOD,otherwise,judgement comes.Here is the proposed human rights declaration (article 1) All human beings are born free with their own respected dignity and rights.They are endowed with reason and conscience and should act towards one another in the spirit of truth and justice in order to attain the act of brotherhood.

According to the High Commissioner of Human Rights, in English, Article 1 of the Universal Declaration of Human Rights reads as follows:
"All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood."
If I understand correctly, you are proposing an amendment based on the fact that not all men act according to Gods rules. It seems you imply that with said changes people who do not act according to "truth and justice" should be forfeiting their "dignity and rights".
If I did understand your question, then no, your idea is wrong and against the whole basis of human rights. Human beings cannot forfeit their dignity and [human] rights.
If you believe that, then you don't understand human rights.
Guillermo is also confused. Human rights place no limits to law enforcement. If a person commits a crime or does "harm" to other they must be stopped indeed. That's what common and civil laws are for. Human right simply imply that those people should be arrested, not killed; questioned, not tortured; processed in a court of law, not detained indefinitely in a dungeon.
People must comply with the law. Authorities must comply with human rights.

there should be limitations in the human rights. the freedom of every man does not mean he is free to do everything.yes ,the human rights will not be forfeited but once he violates and do much harm,he should be stopped!this is the reason why turmoils became rampant in any nation.there is a saying" the law is good but the people who use them oftentimes bring the misinterpretations about the law and makes them seems on the evil side."
