I understand I can fly to Romania without a visa if I do not exceed 90 day stay.I am going to meet my girl and was wondering if I need an invitation letter from her and where to get forms if I do.She is very receptive to the idea of us spending her birthday together since it is so expensive for her to come here for our first face to face.

Well you don't need any kind of invitation. I am a travel agent and according to our information system. Here are the entry requirements for a US citiezen to enter Romania (Bucharest) and according to system you dont need anything special. Just go and meet her :) Good Luck!
