Most Toyota's have a plastic inner fender that can come loose from you bumping into things with the front bumper. I had the same problem and thought it was the brakes but it just needed a couple of screws to re-secure that plastic inner fender and was good to go. You can turn the wheel and when you hear the sound stop and check to see if you're tire is rubbing that inner fender. I hear it happens alot if you have aftermarket wheels.

I would check the transaxle fluid to sure that is full and clean, also check the inner cv joints for damage.

This could also be caused by a wheel bearing starting to go out. take it in and have it checked.
