That being said you may have to find a way to keep the dog on your side, even if that means leash training your dog or even taking it to the dog park instead of the yard.

Hi, Yes you can train him Its never too late, however it might take a bit longer with an older dog. Put his lead on him indoors and encourage him to follow you with a treat. Be patient and do this until he's happy about it then venture outside. You'll soon be walking out to the park etc and you'll be amazed how much you both will enjoy it!!

put him on a leash in the house at first sit on the floor in front of him and coax him with treats and toys (make sure your holding the leash) Once he moves even if a slight movement use lots of praise keep doing this as many times as you can he will get used to it it will just take a bit of time.......
