Writing a Book - Attack Plan?

I've always meant to write a novel, but have always wondered the best way to proceed. Is it best to try to arrange a story line first, or should I just begin writing separate sections, and later attempt to construct the story line?

It sounds like a great idea, but starting out is extremely difficult.

    Personally, I find story line to be a secondary part of a book. Sure, it is important to have direction, and understanding of which type of book you want to write, but hardly ever--hardly ever does the book end up as the same one we intend to write.

    I like to start with character development. I feel that the story revolves around its characters, and follows the directions which the characters take. With strong, credulous characters, a book can make even the most ordinary events intersting. In short, it isn't the wrapping the sells the goods.

    And by the way, never submit a portion of a book until the work is complete...

    My idea: story line first, characters second, write a chapter or two and ask for critique from a trusted older English major.

    If it is well received, do some more and send the 3 chapters and the outline to publishers. Expect many REJECTION letters.

    But someone may like it and ask for the rest of the book.
