Yes it's possible and it's even chipper than normal phone call (in case of international call). there is lots provider who provide internet telephony service. they also provide there own software for computer and Smartphone. u need to buy credit from them to make or receive calls. for more details visit those sites below.
*Note: before you tie up with a provider I'll suggest you to check there tariff and quality and compare with others.
