Top contributors badges are allocated to persons who have answered a certain number of questions within a given time frame, and are comming back on a regular basis. This does not mean that their answers are "best" (there are several TC who are only spam bots!)

The badge represents a high level of participation in a particular category. Y!A doesn't make the formulas public, and they surely vary by category, depending on volumes. The badge seems to measure a combination of number of answers in the category, number of BAs in the category, and total points in the category (includes votes and 'thumbs-ups') over the previous 3 weeks.
