Yes, they are both free now
Download it from Xbox Live Marketplace on the dashboard, but if your having trouble finding it, load up the game, press the start button on the main menu, then select Marketplace, this will direct you straight to the Halo 3 DLC (Download-able Content)

By the way, I do believe the Ledgendary Map Pack was reduced to 600 MC points, when CS was released

they are offline too. and you'd be able to play the maps on the 1st Xbox360 which you downloaded it on. even inspite of the incontrovertible fact that if heaven forbid, you get a crimson Ring Of death, you will in basic terms be waiting to play the DLC maps on the GAMERTAG which you get carry of it on on an analogous time as related TO XBOX stay.
