Unfortunately, many famous people have. I teach history, and I can positively tell you that John Adams, Benjamin Franklin, Albert Einstein, and even Ronald Reagan have been quoted using this statement. However, if you are looking this up for a certain school project, who you would attribute it to would depend on the subject. Einstein would be the most notable to use as it pertains to science. Franklin would be the next or most important to use as it pertains to his speech in France in regards to the colonies, and his arguments in Continental Congress. John Adams would be the one to quote in regards to famous court hearings, as he made this statement in his defense of British Soldiers during the Boston Massacre defence. And Reagan, well, he was the comedian of politics for decades, and would only be quotable for this if you are not writing a serious essay.
