Try adding more butter to it. Fat and heat make it crispy.

You may not be cooking it long enough or at a high enough temperature - your oven temperature may be off; get an oven thermometer to place in there and find out. When your topping doesn't crisp while baking, place it under the broiler when done for a few minutes to crisp it up.

are you following a recipe correctly for the topping?? is your oven hot enough?? are you using a substitute for the fat in the recipe? any of those things could cause the topping not to crisp

You may not be adding enough butter to the topping. Or you may be adding too much sugar.
