A quarterly fee is assessed every three months or 4 times a year.
A semi-annual fee is assessed every six months or 2 times a year.
An annual fee is assessed every twelve months or once per year.

Quarterly = once per quarter = 4 times a year.
Semi-Annual = 2 times per year.
Annual = once per year.
Given the information in your question, no one can tell what the fees are actually for.
