why should the government allow for cities by the ocean build houses of wood and not of brick? ?

i know most houses have roofs made of wood, but at least the rest of the house will stand still. while wood houses, if it tumbles, it will all tumble. i dont understand i live in miami and all the houses over here are made of either brick or cement blocks or sheets of cements. and we get hurricanes from either side. from the gulf and the atlantic ocean.

    The local governments get pushed and pulled by many different constituencies. Builders want to sell homes and if the cost of construction goes up, they sell less. Home buyers say they want safety but they always buy the cheapest homes they can afford..

    Well, wood is cheaper to build with. The government can't dictate what a person or company builds a building out of.

    Also, some sandier locations might not be able to support the weight of a brick house.
