I think it's a cool name for a boy, not so much for a girl. I don't see any problem with naming a child after a place, people are named after flowers and colors, so why not places? I secretly always quite fancied the name Tallinn (city in Estonia) for a boy, so I can't really say no to Berlin.

I like the word Berlin, and I think it's a great thing to honour your heratige with a name reminding you of the country your ancestors hail from, but I'd personally not go with Berlin.
I'm Dutch (East Belgium) and spend a lot of time in and out of the Netherlands & Germany, where 'ein Berliner' is a type of cake (like a donut). My local bakers and I know of a few others, will just write 'Berlin' on the label in front of the Berliners. So it'd equate quite nicely to a German naming their kid Donut.
If you don't plan for him to ever come over here, though, I'd say it's a free country ;]

Well I guess Berlin just means the place Berlin. What if he ever has to study Berlin in school or take a trip there?

It makes me think of all the negative things associated with the Berlin wall, and also a little bit of Irving Berlin. Pass :/
If you're looking for something with communist connotations, how about Leon or Karl?

There is nothing wrong with the name Berlin even thou it a town in Germany. My very first name I had was Yum Ree choi that before coming to Illinois in 1975 I was named after a town in South Korea
So there is nothing wrong It could be either gender name

I don't think it's a good idea.
There are lots of beautiful German names, I think they have some of the prettiest for girls, and strongest for boys. You should use a name of German origin.
This site lets you search for names based on their origin, and tells you their meaning. I'd recommend looking there.
