Take the ball back out and look at the little rollers inside. if the have lint or black dirt on them clean it off. That should fix your problem. Also blow the dirt out before putting the ball back in.
Make sure you have a clean mouse pad.

Try a different mouse pad. If that still doesnt work, then the only real way to test it is swap it with a mouse that you know for sure works (or to use the old mouse on a different computer). If a second mouse works on the same computer (or the first mouse works on a second machine), then you'll be able to tell if the mouse really is the problem.
The wheel rollers that the ball touches are probably getting rusty and harder to move. The good news is that mice are pretty cheap.

Did you clean the ball itself or the mouse from inside? Make sure you clean the rollers inside.
I highly recommend that you get a laser mouse, you won't have to bother cleaning it ever again.

Get a new one. They are cheap these days. A laser mouse is a good one and cheap!

You buy one without the ball, its a laser one, that shines a red light at the bottom. They are cheap so its worth it.
