If you have to know its 60 lb ft
I've been in the business a long time and I've never torqued or seen anyone else torque an idler arm.(just tighten it)

the fan blade will cause the vibration to get worse as rpm goes up. the rough idle now sounds like a vacuum leak. check all of the vacuum lines for leaks. if you know any one that can connect there scan tool up and see if the fuel trim is above 15% at idle and goes back to close to 0% above 1000 rpm. this will tell you that you have a vacuum leak. check for codes also.

Idler arm mounting bolts and nuts to the frame - 79 ft. lbs. (108 Nm)
Idler arm ball stud to relay rod - 60 ft. lbs. (82 Nm)
