how do i get bagon on diamond?

You cannot find Bagon in Diamond version. You can only find him in Pearl version by using the PokeRadar. On Pearl version, head to the very north of Route 210 and start using the PokeRadar. Bagon is very rare in this case so it could take a few hours to find him.

You can't. You can get it in Pearl, however, bu using Poke-Radar on Route 210 (Northern Area)
