I Have a much cheaper Bail-out that I think will work. . .?

What do you think? The plan is: Congress should vote to give every man, woman and child who can prove citizenship a one-time payment of one million dollars. That way everybody can afford health care, everybody can have a house that is paid for, everybody can have retirement funds, putting the money in banks will make them solvent. All total, such a plan will cost the government no more that 3 billion dollars. My plan is better than the asinine bailout proposed by Bush.
