Is Melamine used in milk?

Recently in China, it has been discovered Melamine has been added to milk to boost it's protein level. This milk ended up being fed to children, some of which died. I have noticed some residue left over from some milk which raised the question, could Melamine be being used in other countries (than China)?

If you're living in a third-world country, it's possible. Otherwise not.

No, it is not something that is accidentaly added. when tested for protein levels milk with melamine will give an inflated number - so higher $$.
