Why isn't the E.P.A. limiting the amount of toxic rocket fuel in drinking water?

Is that toxic rocket fuel MTBE? what can the U.S. Environment Protection Agency do about the toxic rocket fuel in drinking water? can someone give me a helpful website or something? thanks.
