Decorating a hall for a winter party? Ice blue and white?
I've done this before with 3' spinning snowflakes in the ceiling, balloon archway,8' tall lighted street lights, and lighted street lights on the tables. Fake snow everywhere. Icicles over the bar, I need a new spark to send it over the top. No candles since it will be for New Years.( confetti and streamer fire danger ) Ideas?

those were some great ideas you had...
just a thought - add an igloo. may be you can get some igloo-shaped tent in a store or can create something from a dome-shaped tent, covering it in the form of an igloo.
add a sleigh & polar bears. you could make a polar bear by stuffing a polar bear costume with bundled scrap newspaper, etc. Or you could stitch a bear using white towel cloth etc. like in soft toys.
then for the ceiling/lighting you could add some aurora - the north pole lights, using colored cellophane paper lanterns around hanging bulbs so that when they swing, the colored paper will throw colored lights across the ceiling & room.

ANOTHER IDEA - you could also have a "fishing hole" - have a blue-colored punch poured in a largish bowl that would resemble the finshing hole. keep it surrounded with "snow". and attach the ladle to a mock fishing rod where guests have to "fish" for their punch....
