You can purchase fine china porcelain clay at pottery supply stores.

Buy the clay, take a pottery course, make whatever you want and have the piece fired and glazed.

Or, you join a china painting club :)

My ex MIL painted a gorgeous set of fine china after taking several classes in rose painting. The instructors (or studio) usually have a huge selection of china "blanks" for sale, and will fire them for you for a small fee.

You go to a god china shop and buy it. If you want to save some money go to a thrift store and you can usually find some there. It is not something you can make yourself.
