It is a scam. The IRS constantly warns people that they do not send emails. If they contact you it would be by mail.
Someone wants your personal information probably for an identity theft.
You can find more on scams at www.irs.gov.

Your link does not exist in DNS. Don't know what you're up to, but the IRS is located at http://www.irs.gov/
Edit: The IRS only contacts taxpayers by snail mail. They don't even have your e-mail address. And the only time they will call on the phone is if you have an active audit in progress and the agent handling your case needs more information from you.
NEVER put personally identifying information on a website based upon an e-mail that claims to be from the IRS. EVER!

That's not a valid URL. Did you type it properly?
It doesn't sound legitimate to me. If anyone's going to contact you about your tax return, it would be someone from the IRS, and they would use U.S. mail to do so, not some message telling you to go to a Web site. I think someone's trying to scam you.

If the url does not have irs.gov in it, it is not IRS.
