To get expert staff ghost data in mario kart wii u have to beat the staff ghost on time trial mode by at least 5 seconds.

I've found that you unlock expert staff ghosts by beating the defualt ("nintendo staff") ones by around several (3-7) seconds depending on each course.

You have to do time trial mode. You have to complete the course in a certain time to get the expert ghost.
