NRI PAN-How to apply online? ?

I am a US citizen (Indian origin) and want to apply for PAN. I am not able to use the online version as the credit card area gets grayed out if I select USA as country.My sister lives in India.Can I give her address and get PAN.My passport gives my US address and for proof of address do I give my passport (the address will not match my sister's address) Can any one help please? I am confused.Thanks much
