Always cover knees under 70 degrees. Yes that is right - anything under 70 degrees. 70 degrees with wind chill at 20MPH is about 50 degrees on your knees. This was learned from an old Italian coaching manual I had and I've always stuck with it with anyone I have coached.
Warmers give you the option of removing them as the day warms up while knickers obviously don't. Knickers don't slide down so you don't have that issue with them. If the day is never going to get above 70 then go with knickers

I've been riding with knickers and wool 6" socks (not real stylish but does the trick) in the last few weeks, and wear a long-sleeved jersey. It's only in the high 50's low 60's typically, and I've been just fine that way. However, I'm a girl, and we tend to get cold more easily and don't have the muscle mass that guys have, so if anything, you might want to wear knickers and arm warmers so you keep your quads warm but can adjust your body temp more up top by exposing your arms to keep you cool.

It depends on the ride. If its a short ride (under 75 miles) I would go with the knee warmers. If its a longer ride (over 75 miles) i would go with
knickers. Good pair of Knickers will offer muscle Support .

A warm coat! Arm warmers...gloves...and a scarf.

It doesn't make much difference- after a few miles of vigorous cycling your legs should be warm enough no matter what you wear.
