There would be massive job lose in China and job opportunity in the USA.
If you don't know we import a lot of raw material from China.

Recycling is overrated. After all, it takes energy to melt things down. And what happens to all the ink from newspaper?
It's better to reduce and reuse.
That being said, local governments like recycling because they don't have to keep finding new landfill sites.

a total jam at recycling plants, goods sent to be recycled being taken to dumps, instead.
