You need to go into the core and go down into the core. There will be a very annoying puzzle.

The best way to do this is to go to a previous save, get 100 omni-gel, and use it on the core to skip the puzzle. However, if you really can't do that, here is how to solve it:

Keep this answer on the screen and do it very carefully, and you should get it right the first time. After you do that, you need to talk to the helpful AI about how to get the facility running again.

1. go to core. A: try to figure out the puzzle or B: use omni-gels

2. take stairs, elevator to roof - fix landlines. return to core

3. go to main room outside of core and go left. fix fuel lines (or whatever it is)

4. go back to main room and go straight across to passenger trams

5. take the train

you need to expand on where you are at. Don't be scared, explore, thats how you find your way.
