Is someone watching these questions that are about unlawful acts here?

I am truly wondering if anyone ever checks out some of the people who ask horrible questions, or states obviously unlawful practises. Do you people at yahoo answers have the ability to involve the police if you believe a crime has been committed or will be committed? I hope you do.

Does someone have to notify you that someone is posting a bad question, if so, who can we as decent people notify?

    Answers staff do partially monitor the site, but basically it's 'community-moderated' - the users have the responsibility of knowing the rules and reporting the violations. Yes, questions about how to do things that are illegal in the asker's locality (not yours, theirs) are illegal here and should be reported. Yahoo staff does take steps to involve authorities about many kinds of reported illegal activity.
