I don't think it ever said in the book. It doesn't make sense the the Uber-Directer would because he wanted the flock alive and the government probably wouldn't go as far as to try to kill them. Any theories?

There is a scientist mentioned in the summary of the next book, Dr. Chu or something, and I bet you anything we will find out it was him in the next book.

I really have no idea. It does not make any sense because (as far as I can remember) there was no one who actually wanted them dead. Was Ari friendly with the flock in that book? If not then it could have been him...

hmmm....good question. I didn't really think about that. I was kinda preoccupdied when I read that book, but now that you mention it. Maybe it was Jeb or someone who knew that they could get out
